Ptech and 9-11
By Christopher Bollyn

How Israel Modified PROMIS Spyware to carry out 9-11

"Ptech was with MITRE Corporation in the basement of the FAA for two years prior to 9/11. Their specific job is to look at interoperability issues the FAA had with NORAD and the Air Force in the case of an emergency. If anyone was in a position to know that the FAA - that there was a window of opportunity or to insert software or to change anything – it would have been Ptech along with MITRE." - Indira Singh, Wall Street Risk and IT Specialist turned 9-11 Ptech whistle-blower

The terror attacks of 9-11 clearly involved a sophisticated crime which involved computer networks and enterprise software with super-user "surveillance-and-intervention capability." A primary suspect in the crime was an "Arab" company in Quincy, Mass., called Ptech that had a software program that was running on all the federal computer networks on 9-11 and which had been deeply involved with the FAA for two years prior to 9-11.

I made what I thought was a significant discovery, in April 2005, when I found a Zionist connection to the "Arab-owned" Ptech. I wrote about it in two consecutive articles:

"Did Mossad Deceive the U.S. Military on 9-11?" April 2, 2005

"The Israeli Connection to 9-11," April 8, 2005

At the time, I was the only journalist who said Ptech appeared to be an Israeli intelligence operation posing as an "Arab-owned" company. Others, like Michael Ruppert's "From the Wilderness" website, claimed it was an Arab operation that gave Vice President Dick Cheney control over the events of 9/11:

"January 27, 2005, PST 0900 (FTW) – Ptech – the software company whose major investors and directors are strongly linked to the Muslim Brotherhood – produced software that derived from PROMIS, had an artificial intelligence core, and was installed on virtually every computer system of the U.S. government and its military agencies on September 11, 2001.

"This included the White House, Treasury Department (Secret Service), Air Force, FAA, CIA, FBI, both houses of Congress, Navy, Department of Energy, IRS, Booz Allen Hamilton, IBM, Enron and more.

"Whoever plotted 9/11 definitely viewed the FAA as an enemy that morning. Overriding FAA systems would be the most effective way to ensure the attacks were successful. To do this, the FAA needed an evolution of PROMIS software installed on their systems and Ptech was just that; the White House & Secret Service had the same software on their systems – likely a superior modified version capable of “surveillance and intervention” functions.

"Ptech is enterprise architecture software, which Indira planned on customizing to use as “risk architecture” software.
"Enterprise architecture software is designed with the express purpose of knowing everything that is going on throughout the entirety of the enterprise in real-time. In the case of Ptech software installed on Whitehouse, Secret Service, Air Force and FAA systems, the enterprise included all of the data produced by those agencies in real-time."

In 2005, the discussion of Ptech and its role in 9-11 placed the blame on Dick Cheney and the Saudi sponsors of terrorism who had invested in Ptech. Nobody, besides myself, mentioned Israeli intelligence as being involved in the dodgy spy-ware company.

Those who have read Ruppert's "Crossing the Rubicon" will recognize the tendency of FTW writers to put the blame for 9-11 on "peak oil," as the cited article above begins:
"At the heart of our story is a program (we’ll call it Ptech, after the company that produced it) that combines artificial intelligence, datamining, and “interoperability,” the capacity for one program to read, operate, and modify the source codes of other programs. The computational power of the Ptech evolution of PROMIS represents a daunting new surveillance-and-intervention capability in the hands of the same elites who planned 9/11, prosecute the subsequent resource wars, and are presiding over what may become a full economic and military disaster for the resource-consuming citizens of America and the world. Since the “War On Terror” and the coming dollar/fossil fuel collapse will necessitate new levels of domestic repression, this is just the capability those elites require. Ptech is the functional equivalent of Total Information Awareness."

WHO USED PROMIS SOFTWARE TO SPY?

But if Ptech stands for PROMIS-tech, we need to know who had modified PROMIS software and used it to spy on countries and companies around the world?
The answer is Rafi Eitan - the Israeli spymaster of LAKAM (which included Arnon Milchan) who was running the Jonathan Pollard spy operation in the 1980s. Eitan, using the alias of Dr. Orr, had obtained a copy of PROMIS from the U.S. Dept. of Justice in early 1983.

As Gordon Thomas wrote in his book, Robert Maxwell: Israel's Superspy (2002, p. 61):

"Over the next few months in 1983, Rafi Eitan watched a team of former LAKAM programmers - men he had chosen with the same care as he had done for all those Mossad operations that made his reputation - deconstruct the PROMIS program and then rearrange its various components. Then they had added several new elements...

"The programmers told Eitan there wa one final item that needed to be added to the new version of PROMIS. It required a 'trapdoor' - a microchip that would allow Eitan to know what information was being tracked by any purchaser of the system. In theory he could sit in Tel Aviv and keep tabs on the world..."

Fifteen years later, in October 2017, Emma Best confirmed what Gordon Thomas had written about how Rafi Eitan obtained the PROMIS program in her article, "Justice Department records confirm PROMIS scandal’s ties to Israel."

See: "Justice Department records confirm PROMIS scandal’s ties to Israel: Recently released memos lend credence to theory the controversial software was given to spymaster Rafi Eitan."

What this tells us is that Rafi Eitan, the spymaster who sent two of his agents to obtain the security contract for the World Trade Center in 1987, had gotten a copy of PROMIS in 1983 and modified it for spying on "friends and enemies" around the world. Eitan was running LAKAM at the time, the intelligence agency that was tasked with getting nuclear components for Israel's nuclear arsenal. Arnon Milchan and Benjamin Netanyahu worked under Eitan, as did the spy Jonathan Pollard.

In 2001, after 18 years of Israeli adjustments, Ptech was evidently one of the enhanced Israeli modifications of PROMIS which gave the super-user in Israel "surveillance-and-intervention capability." It obviously played a key role in the events of 9-11.

Since the Ptech role in 9-11 could not be easily hidden it had to be masked, and the mask that was used was that of a "Arab-owned" company. The super-user was said to be Dick Cheney and the reason for 9-11 was "peak oil." People like Michael Ruppert fell for the deception.

And why, pray tell, would Dick Cheney pull off such a terrorist operation against his own people all by himself?

I think the fact that Ptech had ties to Israeli intelligence, which I discovered in April 2005, and that Ptech's original program, PROMIS, had been developed by the Israeli spymaster Rafi Eitan for spying on Israel's "friends and enemies" are convincing evidence that Israeli intelligence is behind Ptech and used it to carry out the 9-11 operation.
